President Biden unveiled another $2+ trillion legislative proposal earlier this week – ironically, just one day off from April Fool’s Day – that has been hyped as a major infrastructure investment and indeed it is. The proposal calls for $620 billion in clean water, high speed internet access and housing as well as another $615 billion in traditional infrastructure relating roads, bridges, ports, railways and public transit. But there’s a lot more to $2.5 trillion than that! Billed by the White House as the American Jobs Plan, the massive initiative also provides another $ trillion for organized labor advocated issues such as home and community-based health care initiatives, workforce development, union labor only housing weatherization programs and calls for passage of the PRO Act along with tying receipt of some of the funding to the adoption of Project Labor Agreements (PLAs) for public works initiatives. PLAs generally require the hiring of union labor. There’s also plenty in the proposal for such amorphous items as environmental justice initiatives, redressing historic inequities, protecting vulnerable communities and promoting transparency!  How will we pay for this tremendous largesse? Well, the White House also announced the Made in America Tax Plan this week and explained that its provisions including increased taxes on businesses, corporate America, dramatic increases in capital gains taxes and the “closing of loopholes” in the current tax system will be more than sufficient to pay off the whole $2.5 trillion bill in only 15 years! And nobody making less than $400,000 per year will see any increase in their taxes. Stop me if you’ve heard this one before!
