The California state senate yesterday moved the Fair Franchise bill (AB525) another step closer to becoming law when it approved the legislation and sent it to a final concurrence vote in the state Assembly before heading to Governor Jerry Brown for his signature.  There were compromise amendments adopted in the senate to make the proposal more palatable to opponents.  Once the assembly concurs with the amendments, the bill will be sent to the Governor.  Recall that Governor Brown vetoed the bill last year at the eleventh hour, so we need to continue working on getting this legislation approved.  In other California news, by virtue of recently passed legislation, the state now requires that employers file all income tax withholding and pay all withheld income taxes electronically.  The mandate will phase in beginning for businesses with 10 or more employees on January 1, 2017.  All employers will need to comply by the following January 1, 2018.
