Implementation of the Washington DC paid family and medical leave payroll tax is coming sooner than originally thought. The DC Office of Employment Services (DOES) announced that it will begin collecting the new 0.62% payroll tax to fund the DC paid family and medical leave in July for all gross wages paid in the current quarter (April 1 – June 30, 2019). The DC government had previously said that the tax would go into effect on July 1, 2019, which led many to assume that the tax would not be assessed on wages paid before July 1. The first payment of the tax, which will be due by July 31, 2019 can be submitted through the employer portal on the DOES website. Employees will still not be able to access the paid leave benefit until July 1, 2020 at the earliest. The final regulations can be found on the DOES website as well.
