Major small business representatives formally requested that the Department of Health & Human Services (HHS) delay moving businesses with between 51 and 99 employees into the small group market, subjecting them to additional benefit and premium rating requirements.  For employers with between 51 and 99 employees, the law contained a provision allowing them 2 full years of coverage before they were required to participate in the larger market.  Because the employer mandate was delayed, this 2 year transition was not realized, and as a result, the US Chamber of Commerce and a host of other business groups have asked for the further delay in the ACA implementation.  As a related aside, the enrollment deadline for April 1 SHOP coverage to be effective on April 1 is March 15.  Those eligible and interested in offering coverage through the Small Business Health Options Marketplace (SHOP) must complete their enrollment by next Monday, March 15.
