The Internal Revenue Service this week released its priority guidance plan for 2019-2020. The plan, which identifies and prioritizes tax issues that should be addressed through regulations, revenue procedures, notices and other published guidance, calls for the IRS to continue its focus on implementing the 2017 tax law as well as the Taxpayer First Act. In addition, the Taxpayer First Act, which President Trump signed in law on July 1, required Treasury Secretary Mnuchin to provide a written IRS restructuring plan to Congress by September 30, 2020. It also includes several far-reaching reforms intended to improve the agency’s customer service, modernize its information technology and strengthen taxpayer options in enforcement cases.
