Although I never thought I’d write that headline, President Obama did sign the Protecting Affordable Coverage for Employees Act (PACE), a bi-partisan bill from Congress amending his health care mandate.  PACE restores a 50 employee cap on the small group market (Small Business Health Options Program or SHOP) for health insurance.  States are now empowered to increase that cap up to 100 employees should they perceive that in the best interests of their own local market.
