You wouldn’t think such a thing as a limited time offer (LTO) would exist for a government program, but it does for health insurance coverage under the Affordable Care Act. According to the Small Business Health Options Program (SHOP) website, the standard minimum participation rate of 70% of your employees enrolled (11 States have a different minimum percentage) is waived each year between November 15 and December 15, so during that time period any qualified small business may enroll their employees in SHOP regardless of what percent of your employees actually do enroll.  The minimum participation rate is one of 4 qualifications for SHOP eligibility. The other three: having between 1-50 full time equivalents; offering coverage to all full time employees; and having an office or worksite within the state whose SHOP you want to use; are all still in effect and not waived or discounted under any other LTO.
