Although he vetoed sick leave mandates on two occasions in the past, apparently the third time was the charm for Philadelphia Mayor Michael Nutter who signed the mandate into law last week.  The Philadelphia City Council had passed the sick leave bill, which mandates one hour leave for every 40 hours worked, earlier on February 12.  The Mayor signed it into law the same day.  The law will apply to all employers with at least 10 employees and will take effect 90 days after signing.  Also on February 12, the City of Brotherly Love was selected to host the 2016 Democratic National Convention, at which the democrats will select their presidential nominee.  Quite the eventful day! Coincidence?
