On a vote of 12-4, the Philadelphia City Council passed a just cause termination ordinance yesterday that would mandate that employers of parking employees must give a “just” cause or reason for terminating an employee, effectively outlawing “at will” employment in the City of Brotherly Love! Currently, the ordinance, which was filed by District 9 Councilwoman Cherelle Parker, but likely drafted by the Service Employees International Union (SEIU) 32BJ, only applies to the parking industry, but rest assured it will not end there. (In fact, SEIU 32BJ has organized a similar proposal focused on fast food employers in New York City.)  Philadelphia Mayor Jim Kenney hasn’t specifically said yet that he will sign the ordinance into law, but his deputy mayor for labor has testified that the Mayor “supported the intent” of the bill.
