There may be only 174 days left to the Obama administration, but his penchant for ruling by Executive Order continues to impact businesses.  Executive Order 13706 requires federal contractors to offer their employees up to 7 days of paid sick leave per year on the basis of one hour earned for every 30 hours worked.  Further, the rule provides that employees of covered contractors may accrue unused paid sick leave from one year to the next, up to 56 hours.  The final regulations governing this mandate had previously been sent to the Office of Management and Budget (OMB) and were approved on July 22 and statutorily must be implemented by no later than September 30, 2016.  OMB is the last formal step for regulations before they officially become effective.
