obamacare-SHOPA special enrollment period offered by the Small Business Health Options Program (SHOP) as an inducement for small businesses to enroll in the Health Insurance Marketplace will end on Monday, December 15.   The special enrollment period allows small businesses in many states the opportunity to avoid the so-called “minimum participation rate“, which in most states mandates that a business must have a 70% participation rate among eligible employees in order for the business to participate in the SHOP exchange.  A handful of states have different minimum participation rates, ranging from 50% to 75%.  More information on the minimum participation rate is available on the SHOP website.
